A visa is not required to transit through Turkey providing that they do not
intend to leave the international transit area. If you plan to leaving the
airport transit area and you're not from visa exempted countries nationals, you
have to make visa application to the nearest Turkish Representation before
arrival.
Foreigners who are travelling to Turkey by cruises are allowed to enter Turkey
without visa for a maximum period of 72 hours, with the permission given by the
local security authorities.
Beginning from 5 January 2016, all kinds of applications for Turkish visas will
have to be made through the Pre-Application System of Turkish Sticker Visa (www.visa.gov.tr).
